The tension this episode was suffocating. Kuze's presence commanding the entire refugee district gave me chills. Section 9 finally closing in on him was intense. the way the show balances political drama with action is masterful. this arc is peak.

The Dejima refugees declare independence right under the government's nose, and Kuze is suspected as the architect behind the whole thing. Section 9 is sent to bring him in. This is where 2nd GIG starts shifting into its final gear, namely the refugee storyline.
