I actually liked the focus on the civilians and how much they are freaking out, because it makes Cell feel dangerous for the whole world instead of just a guy for Goku to punch. Trunks looked so defeated after failing to stop him and it really makes the Cell Games feel like a desperate last stand for everyone

I honestly think Cell is the most terrifying villain yet because of how casual he is about destroying the planet. Watching him just hijack the TV station to announce his tournament felt like a massive show of strength, and it makes the training with Goku and Gohan feel way more important now. Seeing Gohan struggle in his sleep really shows the pressure he is under.
