The political landscape is set for conflict, with Aoteru, a mere eighteen, stepping into the formidable role of Auditor for the Frontier Shogun's Army. He is young, but his appointment signals a new, rigid era for the military.
The Iron Will of Misumi
On a freezing afternoon, Misumi Aoteru prepares to oversee an execution. The condemned man, Machiyama Narishisa, weeps and pleads for his life, addressing Aoteru by his title. A brief, heartbreaking flashback shows Narishisa's daughter in poverty, forcing him to crime, though he claims he never intended murder. Aoteru dismisses these circumstances, stating that his duty as Auditor is to the crime's result, not its origins, before condemning Narishisa to death for three murders and an assault. He then reveals that previous Auditors were corrupt, taking bribes to avoid death sentences, making Narishisa's execution a statement of Aoteru's intent to restore true military law; in a chilling final gesture, Aoteru bows deeply to the man he is about to kill, an act of formal respect before the trapdoor opens.
A Ruthless Idealist
Aoteru’s purge of the military continues without mercy, punishing any transgression, regardless of rank or past contributions. This earns him the deep hatred of those under him, but the admiration of General Ryumon Mitsuhide. Ryumon, observing Aoteru's efficiency, sees him as a necessary force for discipline within the army. The young Auditor’s influence grows, his path illuminated by the stark, unwavering light of his convictions.
The Hot Spring Philosopher
Later, Aoteru relaxes with Asama Yoshitsune in a hot spring, but the conversation remains weighty. Yoshitsune warns him that his severity breeds rumors of a power-hungry social climber. Aoteru is unconcerned, explaining that an Auditor’s wavering destroys the army and the nation, making personal hatred a negligible price. He muses on history as a series of unpredictable disasters, comparing human life to water, constantly changing and impossible to control. He confesses that his true desire, if history had allowed, would have been to work in the fields, a startling contrast to his current, deadly role.
A Glimpse of Shared Courage
Yoshitsune praises Aoteru's courage, but Aoteru demurs. He claims another possesses true courage, and a fleeting mental image of Wajima Ohga appears. This moment is brief, a silent acknowledgment, but it hints at a profound, complicated connection between them. It suggests a history of shared ideals, now perhaps diverging in their execution.
The Seii Coup Begins
Across the border, in the Seii republic, Wajima Ohga stands before her loyal soldiers, drawing her katana to declare a coup d'état. The narrative explains that the Seii government was poised to surrender to Yamato, prompting Ohga’s anti-surrender faction to act. Commander Nagao Muton executes guards with cool precision, securing weapons. Simultaneously, the manic Kura Aterui leads another raid, mocking government soldiers before a full-scale charge. A montage of the coup shows high-ranking officials captured or killed, the old government collapsing within hours, leaving Ohga in control.
The President's Final Act
Ohga arrives at the residence of President Azami Haruichi, who awaits, frail and surrounded. Ohga reveals herself as the daughter of Wajima Byakko, a man Azami knew, and accuses him of selling out the nation. Instead of a formal execution, she offers him her father’s katana, demanding he commit ritual suicide to atone. Azami accepts, recognizing his fate, and Ohga then surprises Kura by ordering that the families of the executed officials be treated with respect, stating that true leadership balances fear and love to prevent further bloodshed.
Bread and Loyalty
Immediately, Ohga orders the distribution of government rice stores to the starving citizens of the capital, understanding that their loyalty can be bought with sustenance. Nagao oversees this vital operation. In the castle courtyard, Ohga herself serves bowls of hot rice porridge, personally connecting with the grateful populace. The crowd begins to chant 'Tōtoi,' meaning 'precious' or 'divine,' marking the genesis of a cult of personality around their 'Holy Sovereign.'
The Strategist or the Saint?
From a distance, Kura Aterui and Nagao Muton observe Ohga, grappling with her contradictory nature. Kura is bewildered by her decision to feed the people rather than hoard rations for the military. Nagao, ever the pragmatist, suggests she is a 'natural-born ruler' who instinctively understands the power of public trust. They question whether her kindness is genuine or merely the most brilliant strategy they have ever witnessed, a puzzle reflected in the quiet wandering of a stray cat through the scene.
The Call to War
At noon, Ohga stands before a massive assembly, delivering a powerful address. She declares the corrupt republic dead and establishes a new government, promising self-sufficiency and an end to hunger in Seii. The crowd roars its approval. She then shifts her focus to the Yamato Empire, skillfully channeling the people’s historical grievances and recent fears into hatred for a common enemy. She frames Yamato as an exploiter, asserting that true independence demands strength, transforming her speech into a rallying cry for total war.
The Dictator's Resolve
The episode concludes with Ohga's absolute dictatorship cemented in the minds of her people and military. The narrator sombrely notes that this was the final month of peace before the outbreak of total war between Seii and Yamato. Ohga stands alone on the balcony, watching snow fall over her newly acquired domain, her face a mask of unshakable resolve. The future is grim, and the world waits to see who will survive the coming conflict.

Un episodio con una dirección y una animación increíble. Al fin podemos ver personajes del bando "enemigo" que son inteligentes y están bien preparados, aunque me gustaría verlos como aliados de Aoteru. El personaje femenino de la nueva gobernadora me parece de lo mejor, de momento.

A setup episode of the Seii nation. A lot of tell not show. While the presentation is creative I'm not sure this is the best way to present massive change to a region for an anime. I believe i'd work well in manga. In terms of being a populist nation, the speech is inspiring. I'd appreciate it more if we explore the world through the main characters eye, not the narrator.Some soundtrack were awfully distracting and some scene doesnt serve much purpose, we don't have emotionally connection to the characters hence the audience feels nothing.

This episode focuses on another character, Wajima, with just a little about Aoteru. The first half shows Aoteru's path, then shifts to Wajima, a capable leader, with some brutal action scenes. Watch if you want to know more about this mysterious character, skip if you don't like side characters other than the MC.
