Seems to be a start of an arc against new characters with amazing physical prowess and its up to the student council to beat them in this competitive episode.

It's a build-up episode. The pacing wasn't the best, but it wasn't annoyingly slow. The new group and their philosophy add an edge to the anime, especially when compared to Medaka's benevolence.
