As the Yellow Scarves plot came to a close, we see that the town doesn't change much, as per Mikado's narration. Personally I like the touch at the end with the surprise on the chatroom scene. This was a nice story of a chaotic city driven by even more chaotic bunch. 100% Fun!

The Dollars exist and will always be here. Durarara comes to a close with everyday life coming back to normal, even if that normal is not exactly the same as before. Everyone’s lives moves on in the busy streets of Ikebukuro. Overall a great show with very complex storytelling.
