This episode was building the ground for the foundation of Hinata Hajime's background leading to the game. Although they added additional characters that were never mentioned prior, I think their addition strengthened Hinata's lore. Although the "fight scene" in this episode was absolutely pathetic, it's a known fact that Danganronpa is well-respected for its mystery, not for its action.
