This is another spin-off of Toaru Majutsu no Index that focuses on Academy City's No. 1 Esper, so it's best to watch Season 1 and 2 of Toaru Majutsu no Index before watching this episode to avoid getting spoiled on some events that will happen in this anime. If you want to know where this episode fits in the Index timeline, it takes place after the Three Stories Arc or more specifically after the events of ep 20 in Season 1. Since it's still the same studio that animated Index, you can expect a similar level of animation quality. There isn't an established plot for the whole anime in this episode, the story is just another day in Academy City in which a tech gets stolen and used by the wrong person. P.S. There's a familiar book that Accelerator is reading and I must say he has a good taste.
