As the fire rages, new fire squads arrive, bringing immense relief to Matsunaga and his weary crew. The Lead Firefighter quickly explains their mission to protect Fukagawa’s sacred sites. They soon discover all canal bridges are lost, complicating their movements. Matsunaga expresses his profound gratitude, even as the scale of the disaster remains clear.

Shinnosuke, presumed lost, makes a dramatic reappearance, shocking the group. He reveals a secret passage through a well, leading directly to a large watchtower. The Lead Firefighter swiftly organizes the evacuation, splitting forces to guide civilians to safety. A montage shows the terrified townsfolk crawling through the dark passage, escaping the hellish inferno above.

High above the burning district, Togoro looks down at the ruins and laughs mockingly. He ridicules Hidesuke's work, suggesting Hidesuke's thirst for revenge is the reason the city is being reduced to ash. Hidesuke remains silent, his expression stern and unreadable, a stark contrast to Togoro's gleeful malice.

Near the tower, Matsunaga's group struggles with extinguishing the fire. Shinnosuke points out the tower's potential water source, but it is too deep for manual digging. Hikoya then proposes using explosives from the Kitsunebi group to strike a water vein, despite Matsunaga and Shinnosuke's grave concerns for his life. Hikoya begins a dangerous ascent of the burning tower, embers flying around him as he reflects on past climbs. Reaching the top, he struggles to light the damp fuse, finally succeeding, knowing he has no escape.

A massive explosion shakes the tower, shattering its upper section and throwing Hikoya violently into the air. Denji leaps and catches him mid-air, cushioning his fall and saving his life, as the others rush over. Suddenly, a small trickle of water becomes a powerful geyser, shooting skyward, bringing cheers and renewed hope. Firefighters quickly move into position, using the new water source to bring the inferno under control.

The next morning reveals a charred landscape of ruins and rising steam. Shinnosuke reports that all civilians are safe, bringing a tired peace to Matsunaga. Shinnosuke reflects on his father's diary, which spoke of extinguishing the 'fire of hatred,' not just physical flames. He then remembers seeing Hidesuke carrying a suspicious bundle near Gyozinzaka, deducing Hidesuke plans a final attack on the Kagiya fireworks shop. Matsunaga and Shinnosuke rush through the devastated streets, determined to intercept him.

Togoro continues to taunt Hidesuke, urging him to complete their destructive plan at the fireworks shop. Followed by fox-masked henchmen, they near their target, casting ominous shadows. Suddenly, Matsunaga and Shinnosuke block their path. Shinnosuke steps forward, drawing his sword and announcing his resolve to protect his home. Matsunaga affirms his growth, telling Hidesuke that a true monster is a heart consumed by hatred. Hidesuke looks at them, his face a complex mix of sorrow, anger, and sudden doubt.

Hidesuke throws a smoke bomb, scattering everyone. Togoro ambushes Matsunaga, using him as a shield and demanding Hidesuke strike them both down. As Hidesuke hesitates, a small red bell, his late daughter's, falls from his robes. Its chime echoes, momentarily breaking through his hatred. Matsunaga uses the distraction to kick Togoro away, telling Hidesuke his daughter would not have wanted this destruction. Shinnosuke reappears, swiftly defeating Togoro. Hidesuke sinks to his knees, clutching the bell, and asks Matsunaga for a burial prayer for his daughter. Hasegawa and his guards arrive, taking Hidesuke into custody. Hasegawa reveals Togoro's manipulative nature and that the true mastermind is Hitotsubashi-ko, a powerful political figure. Matsunaga is shocked, but Hasegawa explains there is no direct evidence against Hitotsubashi-ko. Hasegawa then informs Matsunaga that his life, once forfeit for his perceived failure, was spared thanks to Hojo's intervention.

Two months later, Fukagawa celebrates its reconstruction with a vibrant night festival. Colorful lanterns light the streets, now filled with laughter and renewed hope. The first fireworks explode overhead, Shinnosuke's magnificent creations filling the night sky with color and wonder. Matsunaga and Mitsuki watch the display from a bridge, their bond strengthened, finding peace in the beauty of the reborn city.

In his prison cell, Hidesuke hears the distant fireworks, muffled and faint. He pulls out his daughter's red bell, its soft chime accompanying the sounds of celebration he cannot join. Looking through his barred window, he sees a final, brilliant emerald green firework burst. He remembers it was his daughter's favorite color, a single tear falling as he realizes Matsunaga and Shinnosuke have honored their promise.

Mitsuki greets Matsunaga at their home, beaming with a warm smile. She welcomes him back with a gentle "Welcome home, Master," her affection clear. Matsunaga looks at her, a peaceful, contented expression on his face as he finally returns to safety and love, the long ordeal now truly over.
