Synopsis
Splitting her time between nights at a lingerie pub in the red-light district and days barely scraping through high school, Tsubomi has carved out a life that is not exactly the profile of your average magical girl hero. Then a talking cat named Rama shows up, a mysterious host named Hikaru awakens some dormant power inside her, and suddenly Tsubomi is transforming into Papillon Rose — a lingerie-clad warrior standing between her neighborhood and an evil organization called Dinasty, who apparently want to control the world's ecstasy. Yes, really. The villain's whole thing is dominating human pleasure. It's that kind of anime. This single OVA from 2003 is a straight-faced parody of the magical girl genre, playing the Sailor Moon formula completely straight while being thoroughly aware of how absurd the whole thing is. The transformation sequences, the dramatic speeches, the mysterious masked ally — all present and accounted for, just filtered through an adult entertainment district setting. What makes it genuinely interesting beyond the obvious shock value is that the whole project started as an internet hoax before becoming a real production, which somehow makes the whole thing feel even more appropriate. If you appreciated the genre self-awareness of Nurse Witch Komugi-chan or wanted something that pushes the Cutie Honey formula further into adult comedy territory, this scratches that itch. It is one episode, so the commitment is low. Just know going in that the comedy is the point, and the ecchi elements are very much part of the joke.
