Nobuhito identifies him as the Yamato Emperor, but Aoteru corrects him; Denki is a high-ranking official. Denki announces his presence with a mocking peace sign, asserting his authority and setting a sinister tone for his visit.

Aoteru reveals Denki's dark history, including poisoning a former emperor to install his own sister. They witness Denki brutally beating a man, demanding an arbitrary 'tax' and 'handling fees' from the villagers.
