This episode focuses on the backstories of specific characters. In my opinion, it's definitely not an episode you should skip.

I think this episode focuses more on Izaya, although other characters are involved as well. We get to see some of his past with Shinra and Shizuo, but the main focus is still on him. It’s a chill and entertaining episode to watch.
