It was obvious that Tohka wasn't the only spirit that needs to be handled else this would just end in this episode. A new spirit has been introduced and she is quite a peculiar individual. There's no explanation in this episode as to why Shido has the power to seal the spirit, just be patient it will be revealed eventually.
