BLACK TORCH is rubbish.

Basically, the organization is there to stand in the way of Jiro's team while they sit on their asses and do nothing. It is never stated why the momonoke is so afraid of said organization. Also, the people who are strong are conveniently pushed aside by the plot when the real fight begins. These are really strong people, but the plot wants Jiro's team to be the ones fighting the villains.
