The nicotine works as relief and as a channel to detach themselves from their emotions and frustrations. At the same time, it works as an icebreaker to communicate with others. It's artificial peace.
This anime gives me exactly that same sensation. I don’t want to defend smoking, but there is something romantic and deeply human about finding someone smoking, because he or she is doing it maybe for the same reasons as you. And suddenly a connection is created, maybe a love connection.
