It's a bit annoying to be faced with Touma's naivety, but at the same time it's not misplaced when you consider that we, as viewers, are using him as the lens of the common folk. He acts and views himself as a common boy despite his position, thus he acts accordingly in the face of potential conflict larger than what he can comprehend.
