Why is Japan so okey with letting people animate child pornography?

When I first pressed play on the video, expecting a normal maybe BDSM type of hentai, NOT CHILD PORN (I do not know the age and I am not even interested knowing anything about it). I did have my suspicions when I watching the beginning scene, where he was tied up in a chair and another guy put a dildo up his ass, due to the character looking young, but I was hopeful. There are some older Yaoi/BL shows and movies (and OVA's) were the bottom looks like a child so I was hoping this was the case with this one as well. Well as I said before it was not!

When the fansub writers wrote that this is a child and they do not condone the actions made in this movie, was when I took a few steps back and prepared myself for another god awful hentai.
